The Director of Development and Grants Management is responsible for overseeing the Development and Grants Management teams to ensure the pre-award coordination of all grant applications, post-award grant management, and overseeing TRLA’s compliance with funding rules and regulations.

Job Duties and Responsibilities

Guide the Development’s team research and identification of grant opportunities that present viable funding opportunities to present to the Director of Administration and/or the Executive Director;

Ensure reports required by LSC and TAJF are prepared and submitted. Such reports include Legislative & Rulemaking, Non-Priority, Self-Inspection, LSC Grant Activity Report (GAR), and TAJF Self-Assessment Report (SAR);

Support, enhance, and supervise the efforts of Resource Development and Grants Management staff;

Provide leadership in the identification and solicitation of grants, application process, and grants management;

Create, design, and implement processes to ensure compliance with all grant conditions and regulations, including updating LegalServer for compliance purposes and training staff on any compliance changes and updates;

Communicate with staff regarding funding regulations, including sending annual reminders;

Coordinate updates and compliance-related revisions to the Policies and Procedures Manual, memos from Administration, and other compliance-related written materials;

Meet with auditors to review non-financial audit requirements as they relate to compliance with policies and grantor regulations;

Respond to LSC and TAJF monitoring requests regarding compliance issues and work with grants management and administrative staff to prepare for monitoring visits;

Ensure compliance with federal, state, and local grant regulations;

Coordinate grant writing through alignment of grant development processes and priorities;

Aid in the planning, writing, program design, budget development, and evaluation of grants and contracts;

Provide support to grant staff in the grant implementation and management, including instruction of internal procedures and funding agency compliance, grant documentation, and assistance with all issues of financial, personnel, purchasing, reporting, and administration of funded awards;

Create, design, and implement processes and procedures related to grant management and proposal development;

Assist the Development team in conducting and coordinating research related to the organization’s needs and background information for proposal development efforts;

Support grants management as they advise project directors and managers regarding the negotiation of new grants, effective startups, and grant management issues;

Work with staff to identify and resolve budget and compliance issues;

Provide guidance for internal and external program audits and reviews;

Ensure that grant expenditures are reasonable, allocable, and allowable according to agency guidelines;

Assign the maintenance of official records and documents of all grant documents by appropriate team staff;

Use appropriate technology and data systems to manage and monitor grants;

Attend and participate in professional development opportunities;

Anticipates, prevents, and resolves difficult and sensitive inquiries related to compliance, development, and grants management;

Participate in the development and administration of goals, objectives, and procedures for Development and Grants Management teams;

Other duties and responsibilities as assigned by the Director of Administration.

Qualifications

Bachelor’s degree from an accredited university

Recent development and grants management experience

Experience in a non-profit organization

Experience in the legal field, preferably with an LSC-funded program

Proficient with PC computing, Microsoft Office applications, including Excel, PowerPoint

Ability to travel

Self-starter with the ability to work independently

Detail-oriented with good time management skills
