The Human Resources Director is directly responsible for the overall administration, coordination, and evaluation of the human resources function, including employee relations, full-cycle recruiting, benefits administration, policy/procedure development, and onboarding/training. As part of the organization Leadership Team, the Human Resources Director will provide general management support as needed, along with organizational oversight and strategic HR analysis and guidance. The Human Resources Director will ensure organization compliance with all applicable employment law regulations and legislation, and organization policies, procedures and practices.
Manages organization full-cycle recruitment efforts
- Posts open positions, utilizing internal notification methods and external job posting boards
Tracks applicants, reviews resumes and performs initial screens of candidates
Assists with interviewing and selection process, ensuring legally-defensible practices
Manages all pre-hire activities, including background checks, drug and TB testing and reference checks, for all employment candidates and interns
Onboards new staff and ensures completion of all state/federal/organization required forms and documents
Works with trainers to ensure new hires completing all required training
Researches, recommends and implements new methods of active and passive candidate recruitment
Conducts exit interviews with employees leaving the organization to assess overall success of employment relationship and opportunities for improvement
Monitors and analyzes turnover to recommend, develop and implement strategies to improve employee retention
Effectively implements, leads and tracks outcome of equal employment opportunity and diversity initiative
Policy and Procedure Development/Administration
- Establishes and maintains basic and confidential personnel files, in accordance with all applicable laws, standards and regulations
Remains current on all Employment law and legislation, advises Executive Director of possible compliance issues
Develops and implements policies relating to the Human Resources function, updates existing policies as necessary
Audits policy compliance within the organization
Creates, maintains, and updates the Employee Handbook
Employee relations management
- Collaborates with supervisors on complex matters, including performance management, mediation and separation; advises on the appropriate corresponding paperwork/documentation
Responds to sensitive employee relation issues such as harassment allegations and civil rights complaints
Conducts employee relations investigations when appropriate, and may assist in preparing responses to legal charges and complaints
Oversees the employee drug testing program
Manages the Staff Appreciation program, including preparing employee awards and recognition and planning staff events
Benefits and Compensation administration
- Procures medical/dental/life/LTD group insurance through meeting and bid participation
Serves as liaison to organization insurance broker
Enrolls/dis-enrolls employees in group insurance timely; serves as point-of-contact for employees with insurance questions/issues
Ensures compliance with the Affordable Care Act (ACA), assists with the tracking and documentation of variable hour employees
Notifies new/current employees of insurance eligibility changes
Oversees Workers Compensation program, including procurement of insurance and policy management
Responds to ADA requests for accommodation and participates in the interactive process to identify employment options, with or without accommodation, for employees
Works with Executive Director and Accounting Director to develop compensation plan; conducts salary surveys bi-annually
Training and Organizational Development
- Develops and conducts training for employees, supervisors and directors regarding human resources matters
Maintains employee training records and monitors mandatory training completion for staff; notifies supervisors of deficiencies
Works with Admin Team to identify and develop staff leadership and succession planning efforts
Conducts periodic surveys to assess employee satisfaction; makes recommendations on organization culture initiatives
Administrative
Creates, updates, and manages employee electronic database records
Participates in organization Diversity, Equity, & Inclusion Committee
Responds to and supports organization’s position in unemployment claims
Attends staff, team, leadership and board meetings as requested

Qualifications and Education Requirements
- Bachelor’s Degree from an accredited college or university required
Must have a minimum of five (5) years of human resources generalist experience
Must have a minimum of one (1) year of recruiting experience (organization or corporate)
Demonstrated experience with employee benefits administration
Must meet personnel requirements as outlined by the Texas Department of Family and Protective Services Minimum Standards for General Residency Operations
Have a valid driver’s license and less than 2 moving violations and/or 1 accident within the past 3 years
Must have and maintain current auto liability insurance
Preferred Qualifications and Education Requirements
- Bachelors or advanced degree in Human Resources Management, Business Administration or related field
Two (2) or more years of experience as a Human Resources Manager/Director
Experience managing the Employee Relations function
Experience with payroll systems
Experience supervising staff
Experience developing and conducting employee development training
PHR/SPHR or SHRM-CP/SHRM-SCP certification
Essential Physical Requirements/Working Conditions
Office environment. Must be able to lift and/or exert up to 10 pounds of force frequently. Position frequently involves walking, standing, sitting, stooping, lifting, speaking and repetitive motion. Position may occasionally involve reaching, kneeling, crouching and crawling. Must have close visual acuity (corrected or uncorrected) so as to prepare and analyze data and figures; perform extensive reading and transcription; operate a motor vehicle. Must be able to hear so as to receive detailed information through oral communication; receive information through electronic, telephone and/or radio frequency.
